The shift

Generation 1 of insurance AI was OCR plus a chatbot. Generation 2 was a single big LLM that tried to do everything. Generation 3 is agentic orchestration: a network of small, specialised AI agents that coordinate through a controller layer to produce auditable underwriting outcomes.

The shift matters because:

  • A single LLM makes a single decision; the specialist roster makes independent ratings that the auditor can read separately
  • A chatbot can't grab a real flood zone from FEMA; an agent can
  • A monolithic model produces "the answer"; an orchestrated system produces "here's what each lens concluded — now decide"

What "orchestration" actually does

Every submission runs the full sweep: all agents, every time, predictable cost. Best for delegated-authority books where the auditor expects the same pre-flight checks regardless of the risk shape.
